The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Corporal (then Private First Class] Billy Pat Carlisle, United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. Private First Class Carlisle distinguished himself by exceptionally valorous actions on 1 April 1970 at Fire Base Illingworth, Republic of Vietnam. While in heavy contact, and ammunition was needed critically, he moved across an open area to carry ammunition back to his comrades. His gallant action was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
