Fraker, United States Army, for heroism at the risk of life not involving conflict with an armed enemy at For Benning, Georgia, on 28 September 1971. On that date Chaplain Fraker was called to Eubanks Army Air Field where he was briefed about a man who was threatening to commit suicide from a 250 foot Tower.
