The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Staff Sergeant Harry W. Wise, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 15 October 1970. While on patrol near Ebensfeld, West Germany, he came upon a burning M-113 armored personnel carrier. Hearing ammunition exploding within the vehicle, Sergeant Wise quickly evaluated the situation and ordered all bystanders to a safe distance. Armed with a hand-held fire extinguisher he helped to open the rear door of the armored personnel carrier and then entered it alone. The flames, fed by a leaking fuel line, forced Sergeant Wise from the vehicle only for a breath of air and fresh extinguishers. Re-entering, he quenched the flames, broke the hold-down straps which harness the ammunition cases to the inside walls of the truck, and threw the still smoldering cases from the truck. Rounds continued to explode as he broke cases opened. Yet, he worked rapidly and methodically to spread and pour cool water on the ammunition. His decisive action and unselfish risk of life were truly beyond the duty required. Sergeant Weiss, by his demonstrated personal courage, as reflected distinct honor on himself, the MARNE Division, and United States Army.
