The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class James D. Vaughn (ASN: RA-17729627), United States Army, for heroism at the risk of life not involving conflict with an armed enemy when he saved the life of his drowning swimming companion. At 1300 hours on the afternoon of 17 March 1968, Specialist Vaughn and his soldier companions were fishing along the Swat River in Turkey when they heard cries for help. Specialist Vaughn’s fellow soldier, attempting to swim across the river, had developed leg cramps and was being carried downstream by the swift current. Realizing that he would be caught in the same undercurrent that was taking his fellow soldier to this impending fate, Specialist Vaughn enter the water. Hampered by the current and extremely cold water, Specialist Vaughn, fighting exhaustion, reached the now unconscious victim. Specialist Vaughn somehow fought the elements with unsurpassed resolve and physical stamina, resulting in a miraculous saving of a human life. Solely because of his courage, quick reaction and total disregard for his safety did Specialist Vaughn avert certain tragedy. Specialist Vaughn’s heroic act reflects utmost credit upon himself, United States Army Security Agency and the United States Army.
