The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class David E. Stoker (ASN: RA-13848199), United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 10 April 1968 at Fort Monroe, Virginia. At approximately 0600 hours Specialist Stoker was on military police patrol duty in a vehicle that veered off the Fort Monroe Sewall and landed on its top in Chesapeake Bay in approximately four feet of water. After successfully escaping from the submerged vehicle, Specialist Stoker found that the vehicle operator had not escaped from the vehicle. Specialist Stoker, with complete disregard for his own personal safety, immediately submerged and re-entered the vehicle. Upon re-entry he found the vehicle operator sitting on the side of the vehicle roof, apparently in a dazed condition. Specialist Stoker then pushed him through the broken windshield opening. After surfacing he assisted the enlisted man in walking to a nearby jetty, where they both emerged from the water. Specialist Stoker rendered first aid to his companion who was suffering from severe lacerations of the right leg, and then ran to the military police station in search of assistance. Upon arrival of medical authorities both men were taken to the Fort Monroe dispensary and admitted for treatment, Specialist Stoker suffering from a severely bruised back and hip. Specialist Stokers sound judgment, prompt action and complete disregard for his own injuries and personal safety resulted in the saving of a human life. His actions were in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
