    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant First Class Robert N. Ramsey, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the Aviation Section, 97th Battalion on 31 July 1967 while on a family outing on the bank of the Rhine River at Ludwigshafen, Germany. At approximately 1500 hours, Sergeant Ramsey heard the cries of two German children who had fallen into deep water and apparently could not swim. Observing that the individuals who were standing closer to where the children were crying for help made no effort to save them, Sergeant Ramsey, showing utter disregard for his own personal safety, plunged into the treacherous water of the Rhine River and brought one of the children to safety. Although fatigued from the tremendous amount of physical strength exerted in the swift water, he made a valiant attempt to save the other child, but his efforts were unsuccessful. Sergeant Ramsey’s heroic action has reflected great credit upon himself, his unit, and the United States Army.
