The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Chief Warrant Officer Harry L. Smith (ASN: RW-3150475), United States Army, for heroism while participating in aerial flight while participating in helicopter operations during the Montagnard/Rhade Rebellion during the period 19 through 28 September 1964, in Darlac Province, Republic of Vietnam. During this period, Chief Warrant Officer Smith flew seventeen missions in support of United States Army Special Forces actions to bring the insurgency movement to a peaceful end. During one mission to Bon Sa Par, while carrying the Commanding Officer of United States Special Forces, Vietnam, Chief Warrant Officer Smith landed near a convoy moving into a suspected ambush and extracted the commanding officer and a “Life” photographer. Despite knowledge that the insurgents at Bon Sa Par had just killed fourteen VNSF personnel, he unhesitatingly flew to the camp. After negotiations resulted in the commanding officer and the photographer being held captive, Chief Warrant Officer Smith volunteered to escort a Vietnamese Special Forces executive officer to his helicopter and fly him from the area, despite protests from the insurgents and the possibility they would kill him if he did so. Chief Warrant Officer Smith walked close to the Vietnamese Special Forces executive officer to preclude his death, past the loaded machine guns of the Rebels, into his helicopter, and flew him to safety. He flew other missions to rebellious camps and landed in spite of the untenable situations existing. His outstanding courage and devotion to duty contributed significantly to the peaceful settlement of the Montagnard Rebellion. Chief Warrant Officer Smith’s actions reflect great credit upon himself, Army aviation, and the United States Army.
