The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Frank W. Lumpkin (ASN: RA-13819814), United States Army, for heroism at the risk of life not involving conflict with an armed enemy. On 17 February 1966, Specialist Fourth Class Lumpkin heroically and without regard for personal safety acted to save two soldiers trapped in an overturned vehicle. Though fully aware that the vehicle was in imminent danger of catching fire, as gas and oil had leaked on the ground and the engine was still running, Specialist Lumpkin unhesitatingly crawled into the vehicle and removed one of the occupants and returned to remove the other who had managed to crawl free. Still realizing the danger to the onlookers that had gathered at the scene, Specialist Lumpkin again crawled into the vehicle to turn off the ignition. Specialist Lumpkin’s actions are in keeping with the highest traditions of the Infantry and the United States Army.
