The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Carrol Y. Picard (ASN: WA-8406513), United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 18 December 1964, following the crash of an Army aircraft in which she was a passenger. Unpredictable icing conditions caused the aircraft to crash in desolate country near Hachita, New Mexico, seriously injuring the officer pilot and painfully injuring Specialist Picard and the other passenger, an enlisted man. Without regard to her personal safety and injuries, she minimize the fire hazard in the fume filled cabin by disabling the aircraft’s electrical system and, unassisted extracted the unconscious enlisted man from the wreckage. Calmly assessing the worsening weather, the desolate area, and the urgent need of her unconscious companion, she began walking five miles through freezing weather to obtain help and medical aid. Throughout this period, without regard to self and with odds against her in difficult terrain and extreme weather, she retained unswervingly positive unselfish purpose of preserving the lives of her companions. Specialist Picard’s exceptional bravery, willingness to risk further injury for her fellow soldiers, and heard deep dedication to what she clearly saw as her duty, has brought credit upon herself, the Women’s Army Corps, and the United States Army.
