    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Major (Infantry) Roy W. Bahr (ASN: 0-2028335), United States Army, for heroism at the risk of life not involving conflict with an armed enemy during a joint counterinsurgency field training exercise held in the Republic of Panama in conjunction with the Panama Guardia Nacional. On 26 May 1966 during an attempt by Guardia Nacional Personnel to recover a parachute re-supply drop which had fallen into the sea, six swimmers were approached by a large shark. Their comrades began firing live and blank ammunition in an attempt to chase the shark away as the swimmers attempted to return to shore. Major Bahr noticed that one of the swimmers was exhausted and in danger of drowning. Major Bahr knowing full well that a shark was in the area unhesitatingly and with complete disregard for his own safety swam out to the drowning man. A Guardia Nacional private followed him and between the two of them they succeeded in towing the drowning man to safety. Major Bahr’s heroic action reflects the highest credit upon himself and the United States Army School of the Americas, and the United States Army.
