Department of the Army, General Orders No. 10 (February 28, 1967)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class James D. Walters, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Company B, 501st Aviation Battalion, Fort Hood, Texas, while on temporary duty with the Sixth United States Flight Detachment, Presidio of San Francisco, California, on 17 February 1966. While testing the engine on a CH-34 Helicopter, a fire broke out in the engine compartment endangering the lives of the crew and possible destruction of the aircraft. With complete disregard for his own safety, Specialist Walters rushed to the burning aircraft. Because of the location of the fire, it was necessary for him to thrust the nozzle of the fire extinguisher into a small opening and even though sustaining burns about the hands and face, did not waver or retreat until he had extinguished the flames. His immediate response to an emergency and great courage are in keeping with the highest traditions of the military service and reflects great credit upon himself, his unit and the United States Army.
