The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class [then Private First Class] Dewey W. Page, United States Army, for heroism at the risk of life not involving conflict with an armed enemy in the rescue of four Pakistanian students from drowning in the Kocher River, Schwabish Hall, Germany, on 23 April 1966. Specialist Page, while walking with a companion near the Kocher River Falls, noticed a crowd of approximately two hundred people standing at the rivers edge. They were observing four young students floundering in the river channel, crying for help, and obviously unable to swim. Noting their overturned boat nearby, and realizing that no other assistance was forthcoming, he and his companion, with complete disregard for their own personal safety, immediately dove into the deep channel. After an exhaustive and superhuman effort, Specialist Page and his companion brought all four victims to the safety of the riverbank. The students were thus saved from certain drowning. The spontaneous and voluntary act of heroism by Specialist Page in the face of extreme danger from the rain swollen river is in keeping with the highest traditions and spirit of the United States Army, in that he was willing to make the supreme sacrifice to preserve the life of another. Specialist Page’s quick response in an emergency situation, without regard for his own personal safety, reflects great credit upon himself, Seventh Army Support Command, and the military service. [This award supersedes a word of the Army Commendation Medal for heroism on 23 April 1966 as announced in Journal Orders Number 57, Headquarters Seventh Army Support Command, dated 19 September 1966.]
