The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Conrad C. Uttal (ASN: ER-13797437), United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 304th Civil Affairs Group, United States Army Reserve Center, Philadelphia, Pennsylvania, on 2 September 1965 in the vicinity of Darien, Connecticut. Specialist Uttal was on the Connecticut Turnpike en route to annual active duty training when his detail came upon an overturned tractor-trailer in which a female passenger was trapped in the cab of the vehicle. With complete disregard for his own safety, he approached the vehicle with its engine smoking and fuel escaping. Determining the uselessness of a fire extinguisher, he quickly obtained tools and diverted the flow of fuel from the engine, exhaust and electrical areas. His prompt actions, bravery, and professional skill enabled others on the scene to evacuate the injured woman. Through his courage and initiative, he also prevented further injury to others on the highway as well as additional property damage. Specialist Uttal’s heroic conduct in this emergency is in the highest traditions of the United States Army and reflects great credit upon himself and the military service.
