The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Lieutenant Colonel (Armor), [then Major] Frederick C. Turner, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 9 December 1964, while on a reconnaissance operation for the United States Military Liaison Mission to the Commander in Chief, Group of Soviet Forces in Germany. While in the Soviet engineer bivouac- training area, Colonel Turner retained extraordinary coolness and presence of mind, even though in the near proximity of numerous hostile Soviet troops, while performing an act of exceptional courage. He accomplished the operation with consummate skill, without involving the United States in an international incident or jeopardizing the continued existence of his sensitive unit. The exemplary courage and heroism displayed by Colonel Turner reflects distinct credit upon himself and the United States Army.
