The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Lieutenant Colonel (Military Police Corps) James W. Mulford (ASN: 0-426666), United States Army, for heroism at the risk of life not involving conflict with an armed enemy while serving as Provost Marshall, Fort Devens, Massachusetts, at Fort Devens, on 19 April 1965. Upon his arrival at a house to investigate a disturbance, Colonel Mulford discovered that a father of two small children had gone berserk, was armed with a loaded shotgun, had already fired one round and had made several threats to shoot the children and others present. After talking to the armed parent, Colonel Mulford succeeded in entering the house and, approximately an hour later came out of the dwelling carrying the two children. Then as he continued to demonstrate his complete disregard for his own safety and attempted to re-enter the house to disarm the subject, the enraged man fired a round from the shotgun into the ceiling over the head of Colonel Mulford. Despite the dangerous situation, Colonel Mulford remained calm, succeeded in disarming the man and in subduing him until other military police arrived on the scene to restrain the offender. Colonel Mulford’s sound judgment, courage, and heroic conduct in this hazardous situation wherein the highest traditions of the United States Army and reflect great credit upon himself and the military service.
