The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Major (Infantry) Richard W. Kohlbrand, Jr., United States Army, for heroism while participating in aerial flight as a member of the Office of the United States Army Attach Leopoldville, Democratic Republic of the Congo, in the Republic of the Congo on 9 October 1964. As a pilot of United States Army aircraft, Major Kohlbrand demonstrated fortitude, professional skill, and determination while engaged in a combined reconnaissance and rescue mission in support of the United Nations operations after an uprising in the Republic of the Congo. With full knowledge of the hazards, he unhesitatingly volunteered to fly into a dangerous area to rescue the pilot and passenger of a downed United Nations aircraft. Although the airfield upon which he landed at Lodja was the scene of hostile activity, he bravely remained until the pilot and passenger, along with two severely wounded government soldiers and a European Doctor, were ready for evacuation. During this waiting period of over an hour, he made arrangements with the local troop commander for the evacuation of thirty additional European hostages on the following day. Through his indomitable courage, outstanding flying ability, and profound concern for the welfare of mankind, he contributed in great measure to the timely accomplishment of a most humanitarian mission. Major Kohlbrand’s heroic conduct, perseverance, and unique flying ability throughout this perilous aerial rescue mission are in the highest traditions of the United States Army and reflect distinct credit upon himself and the military service.
