The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) Richard D. Clarke, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Headquarters and Headquarters Company, 3d Infantry Division, on 1 June 1965 in Wurzburg, Germany. While driving along the banks of the Main River, Captain Clarke heard frantic calls for help coming from the river and then saw a partly submerged vehicle floating in the middle of it. He halted his car, partially disrobed, and with complete disregard for his own safety, jumped into the river and swam toward the floating vehicle that had landed in the water after it had rolled backwards across a parking lot and road. Upon reaching this vehicle, he saw two panic stricken elderly women trying desperately to get out. After calming them down, he succeeded in evacuating the frightened women through the sunroof of the vehicle with the assistance of a German National participating in the rescue effort. Captain Clarke and the German National then pulled the vehicle to the shore with the assistance of a local fire brigade. Captain Clarke’s heroic conduct and prompt actions in this emergency situation are in the highest traditions of the military service and reflect great credit upon himself and the military service.
