The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) Henry J. Touhey, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 7 December 1963 in Okinawa while serving as a member of the United States Army Special Forces Detachment A-412, Company D 1st Special Forces Group (Airborne), 1st Special Forces. Captain Touhey was participating in a training exercise when a simulated parachute drop of supplies landed outside of the drop zone and into the Pacific Ocean. During the recovery operation an Army sergeant became extremely exhausted in his attempt to fight the treacherous current and swim to the floating material. Captain Touhey immediately displayed complete disregard for his own safety, unhesitatingly dove into the dangerous waters, and succeeded in reaching the drowning soldier. Then, with determination and great physical effort, he brought the unconscious sergeant back to the shore where he was revived by artificial respiration. Captain Touhey’s heroic conduct and deep concern for his fellow man are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
