The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class John L. Rafferty, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 265th Ordinance Company, Cumberland, Maryland, while serving on active duty at Erie Army Depot, Port Clinton, Ohio, 23 June 1964 in the waters of Lake Erie at Camp Perry, Ohio. Private Rafferty was swimming in the shallow waters of Lake Erie when he heard calls for help from a fellow soldier who was floundering in rough waters after having been on a raft which drifted 150 feet from the shoreline. With complete disregard for his own safety and ignoring the strong wind and turbulent water, Private Rafferty swam to the stricken soldier and succeeded in towing him to the safety of the shore. Private Rafferty’s prompt actions, heroic conduct, and profound concern for his fellow man are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
