The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Harvey D. Clements, Jr., United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Headquarters and Headquarters Company, 1st Battalion (Mechanized), 23rd Infantry, 2d Infantry Division, on 18 November 1964 at Fort Benning, Georgia. Private Clements was performing his duties in a motor pool when he saw another soldier mount a burning gasoline tanker to drive it away from two other fuel tankers in the area. With complete disregard for his own safety, Private Clements jumped up on the burning tanker and opened the tank covers to avert an explosion. Through his successful effort, prompt action, and courage, he prevented possible injury to personnel on the scene and loss of valuable Government property. Private Clements’ heroic conduct in this emergency is in the highest traditions of the United States Army and reflects great credit upon himself to the military service.
