The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Jeff H. Caves, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 559th Military Police Company, Fort Munroe, Virginia, on 20 February 1965 near Richmond, Virginia. Specialist Caves was driving on a highway when he approached the scene of a three-car collision. Although all three of the vehicles were engulfed in flames and observers were shouting warnings, Specialist Caves completely disregarded his own safety and ignored the extreme heat and danger of a gasoline explosion in his efforts to rescue the victims. He rushed to the first car, freed the driver, and moved him to a safe area. Then, despite the erroneous information from bystanders that there were no occupants remaining in the other vehicles, he returned to the scene of the crash, broke the rear window of the second car, evacuated two occupants, and moved them to safety with the assistance of another man. Continuing his profound concern for his fellow man, he returned to the first victim and administered first aid. Specialist Caves’ sound judgment, prompt actions, and heroic conduct in this emergency are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
