The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Army Intelligence and Security) Matthew C. Stewart, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1964 to July 1965. [This award supersedes award of the Army Commendation Medal to Colonel Stewart for meritorious service during the period August 1964 to July 1965, as announced in General Orders Number 139, Headquarters, SIXTH United States Army, Presidio of San Francisco, California, dated 12 August 1965.]
