The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Field Artillery) Charles Bogner, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1962 to May 1965. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) awarded to Colonel Bogner for meritorious service from 1 July 1962 to 31 May 1965, as announced in General Orders Number 23, Department of the Army, Headquarters U.S. Army Combat Developments Command Combined Arms Group, Fort Leavenworth, Kansas, dated 27 April 1965.]
