The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Sergeant Chester R. Rackley, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Company B, 3d Battalion, 66th Armor, 2d Armored Division, in Germany on 30 October 1963. When Sergeant Rackley heard the sound of a violent explosion and saw flames shooting out of the turret of a Company tank fully loaded with ammunition, he rushed to the scene to aid an injured crew member who had managed to reach the deck of the tank. With complete disregard for his own safety, Sergeant Rackley unhesitatingly approached the extremely dangerous tank and pulled the severely burned crew man away from it. Despite the hazardous situation, he continued his courageous efforts by participating in the evacuation of another crew man moments before the ammunition exploded again. Sergeant Rackley’s prompt action, heroic conduct, and deep concern for his fellow soldiers are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
