The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Ordnance Corps) Wayne G. Higgins, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1964 to June 1965. [This award supersedes award of the Army Commendation Medal to Colonel Higgins for meritorious service during the period August 1964 to June 1965, as announced in General Orders Number 69, Headquarters, U.S. Army Communications Zone, Europe, APO U.S. Forces 09058, dated 7 June 1965.]
