The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Corps of Engineers) Robert C. Pfeil, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from November 1960 to June 1965. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) to Colonel Pfeil for meritorious service during the period April 1963 to June 1965, as announced in General Orders Number 27, Headquarters, Department of the Army, Washington, D.C., dated 13 August 1965.]
