The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Sergeant David Jeffery Phillips (ASN: RA-11640531), United States Army, for gallantry in action in connection with military operations involving conflict with an armed hostile force while serving with Troop B, 7th Squadron, 17th Air Cavalry, 1st Aviation Brigade, in the Republic of Vietnam, Sergeant Phillips distinguished himself by exceptionally valorous actions while serving as observer of an OH-6A light observation helicopter which was conducting an aerial reconnaissance for any indications of recent enemy activity. Sergeant Phillips spotted a trail which had recently been used by the enemy, and volunteered to go in for a closer look. As the aircraft began to move into the area, they immediately began receiving intense automatic weapons fire from several enemy positions. Realizing the seriousness of the situation, he immediately began placing accurate suppressive fire with his M-16 rifle. With complete disregard for his own personal safety, he leaned far out of the aircraft in order to place more accurate fire on the enemy positions. A sudden burst of enemy fire from a hidden position seriously wounded Sergeant Phillips and did considerable damage to the aircraft, but he continued to return the fire. Realizing that a crash was imminent, he began scanning the area, looking for a suitable place to attempt the crash landing. As the pilot brought the ship down to the ground, it struck a tree, and burst into flames. The impact of the crash, coupled with the wounds he had already received, mortally wounded Sergeant Phillips. His calmness under fire, extreme devotion to duty and unwavering courage undoubtedly inflicted great losses on the enemy. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
