The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Private First Class Phillip Ray Baily (ASN: US-51804227), United States Army, for gallantry in action. Private First Class Bailey distinguished himself by heroic actions on 11 March 1969, while serving with Company C, 2d Battalion, 22d Infantry Regiment, 25th Infantry Division, in the Republic of Vietnam. While on a combat operation Company C came in contact with a large enemy force. Spotting a hostile emplacement, Private Baily with complete disregard for his own safety exposed himself to a heavy volume of enemy fire as he assaulted the position. As he neared the bunker, Private Baily was seriously wounded. Ignoring his painful injuries, Private Baily continued to move forward, Reaching the hostile position, Private Baily was mortally wounded as he destroyed the aggressor’s emplacement. His valorous actions contributed immeasurably to the success of the mission and the defeat of the hostile force. Private Baily’s personal bravery, aggressiveness and devotion to duty reflect great credit upon himself, his unit, the 25th Infantry Division and the United States Army.
