The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Infantry) Sammie N. Homan, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1960 to May 1965. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) to Colonel Homan for meritorious service during the period July 1960 to November 1963 as announced in General Orders Number 3, Headquarters, Department of the Army, dated 28 January 1964.]
