The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Specialist Fourth Class Frank Davis, Jr., United States Army, for gallantry in action against an armed hostile force in the Republic of Vietnam. Specialist Fourth Class Davis distinguished himself by intrepid actions on 19 October 1969 while serving with Company D, 5th Battalion, 46th Infantry Regiment, 198th Infantry Brigade, Americal Division. On that date, the company was conducting Psychological Operations near the village of Chau Sa in conjunction with the Vietnamese Territorial Forces. The Vietnamese Territorial Forces were evacuating refugees from across the Ham Gian River when they came under intense enemy small arms fire. Observing a comrade attempting to rescue a drowning Vietnamese Revolutionary Cadreman, Specialist Davis, taking immediate action, jumped into the swollen river to aid in the rescue. Noticing that the rescue was progressing satisfactorily, Specialist Davis continued on toward the opposite bank to assist another cadreman who was pinned down by the hostile fire. With complete disregard for his personal safety, Specialist Davis braved the enemy fusillade as he swam toward the injured cadreman. In his unselfish attempt to save the life of the man, Specialist Davis drowned. His timely and courageous actions served as an inspiration to the men of his company. Specialist Fourth Class Davis’ personal heroism, professional competence, and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, the Americal Division, and the United States Army.
