The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Army Medical Specialist Corps) Marcel Binning, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from November 1957 to July 1965. [This award supersedes award of the Army Commendation Medal to Colonel Binning for meritorious service from 7 November 1957 to 13 October 1959, as announced in General Orders Number 389, Headquarters, United States Army, Europe, dated 9 November 1959.]
