The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Infantry) William F. Long, Jr., United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1963 to August 1964. [This award supersedes award of the Bronze Star Medal (First Oak Leaf Cluster) to Colonel Long for meritorious achievement from 23 August 1963 to 7 August 1964, as announced in General Orders Number 173, Headquarters, United States Military Assistance Command, Vietnam, dated 7 August 1964.]
