The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Chemical Corps) Richard B. Elliott, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from January 1964 to June 1965. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) awarded to Colonel Elliott by the Deputy Chief of Staff for Logistics, Department of the Army, under provisions of paragraph 7, AR 672-5-1, for meritorious service during the period 20 January 1964 to 30 June 1965.]
