    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pride in presenting the Legion of Merit (Posthumously) to Lieutenant Colonel (Infantry) Robert Henry Carter, Jr. (ASN: 0-74124), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period July 1968 to May 1969 while serving as Commanding Officer, 1st Battalion, 12th Infantry Regiment, 4th Infantry Division in the Republic of Vietnam. Colonel Carter was the hallmark of professional skill and competence. He demonstrated leadership abilities that were remarkable in judgment and results. His inherent ability to grasp and analyze problems of grave and far-reaching consequence enabled him to render flawless decisions. He provided firm and positive command and technical guidance to his staff and unit commanders while at the same time providing them with sufficient latitude to develop operating procedures peculiar to their particular area of operation. Colonel Carter’s foresight and organizational ability were instrumental in the battalion’s unprecedented level of accomplishment during a critical period of combat activity. Through his initiative, resourcefulness, adaptability to change and readiness to resort to the expedient he has materially contributed to the Free World effort in the Republic of Vietnam. Lieutenant Colonel Carter’s professional competence and outstanding achievements were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Lieutenant Colonel (Infantry) Robert Henry Carter, Jr. (ASN: 0-74124), United States Army, for gallantry in action while engaged in military operations against an armed hostile force in the Republic of Vietnam. Lieutenant Colonel Carter distinguished himself while serving as Battalion Commander with Headquarters and Headquarters Company, 1st Battalion, 12th Infantry Regiment, 4th Infantry Division. On 11 February 1969, Colonel Carter, fully aware of the impending danger, personally exposed himself and his aircraft to intense enemy ground fire while making a CS gas drop on a heavily-fortified North Vietnamese position in the Chu-Pa Mountain area. Colonel Carter directed mortar and artillery fire plus two air strikes on the enemy positions just prior to the time Company A of his battalion successfully took the hill. His presence and personal direction enabled the unit to take the objective with a minimum loss of time and personnel. Lieutenant Colonel Carter’s personal bravery, superb, outstanding leadership, professional skill and exemplary devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star (Posthumously) to Lieutenant Colonel (Infantry) Robert Henry Carter, Jr. (ASN: 0-74124), United States Army, for gallantry in action while engaged in military operations against an armed hostile force in the Republic of Vietnam. Lieutenant Colonel Carter distinguished himself while serving as Commanding Officer, 1st Battalion, 12th Infantry Regiment, 4th Infantry Division. On 27 May 1969, when elements of his battalion made contact with a numerically superior enemy force southwest of Landing Zone MARY LOU, Colonel Carter flew to the scene to coordinate supporting fire. Upon learning that the company commander was severely wounded, Colonel Carter landed and personally directed the company’s efforts to overcome the enemy. The inspiration and leadership provided by Colonel Carter before he was mortally wounded enabled the company to repulse the determined enemy. Lieutenant Colonel Carter’s courageous actions, outstanding leadership, and exemplary devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
