The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major (Corps of Engineers) Herbert L. Prevost, United States Army, for gallantry in action while engaged in military operations in Vietnam on 14 November 1963. As an Advisor to a Vietnamese Engineer Battalion (Combat), Major Prevost was traveling with Division elements in convoy under blackout conditions along a narrow dirt road in the interior of Vietnam when the lead vehicle came upon a recently burned bridge. Although the physical features of the terrain precluded by-passing the obstacle and placed the convoy in a precarious position, he quickly determined that rapid repair of the bridge was imperative and immediately directed repair operations with only the headlights of two vehicles for visibility. As soon as the sound of a gasoline chain saw was heard by the hostile forces, enemy mortar was fired into the area of the lights and noise. Major Prevost then completely disregarded his own personal safety, ignored the increasing mortar rounds, remained in the glare of the headlights, directed the operations, and personally assisted in the repair work. Despite the hazardous situations, he continued his courageous efforts and exposed himself to the hostile mortar fire until the bridge was secured and the last heavy vehicle had crossed it. His fortitude, professional skill, and devotion to duty inspired the Vietnamese force to accomplish their mission, averted a mass attack on the convoy, and saved many lives as well as military equipment. Major Prevost’s conspicuous gallantry is in the highest traditions of the United States Army and reflects great credit upon himself and the military service.
