The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Harry M. Chapman, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, 460th Tactical Reconnaissance Wing, Tan Son Nhut Air Base, Republic of Vietnam, from 21 June 1969 to 1 May 1970. In this important assignment the leadership, exemplary foresight, and ceaseless efforts consistently demonstrated by Colonel Chapman produced contributions of critical significance to the United States and the Republic of Vietnam in combating the forces of aggression in Southeast Asia. His superb management of personnel and natural resources and effective employment of the most diversified tactical wing in the United States Air Force established the 460th Tactical Reconnaissance Wing as one of the outstanding and effective wings in this combat theater of operations. Through his constant diligence, expert leadership, sound judgment and superior operational management, the 460th Tactical Reconnaissance Wing established its outstanding combat record while sustaining minimal losses, and establishing one of the finest safety records in SEVENTH Air Force. The singularly distinctive accomplishments of Colonel Chapman reflect great credit upon himself and the United States Air Force.
