    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Infantry) Donald R. Scroggins (ASN: 0-5331950), United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty while serving with the 189th Assault Helicopter Company, 1st Aviation Brigade on 4 July 1968. First Lieutenant Scroggins distinguished himself by exceptionally valorous actions while serving as aircraft commander of a troop helicopter during combat operations deep within enemy held territory. A Special Forces reconnaissance team had become surrounded by an enemy unit and requested immediate extraction. Lieutenant Scroggins terminated his approach at a hover fifty feet above the men. He directed his crew to lower four McGuire rigs to the awaiting team members below to secure themselves to the long ropes. He then skillfully lifted the men vertically, and deftly avoided dragging them through the trees. Once the men below were safely aboard, he flew to the nearest secure area. Through his courage and sound judgment, Lieutenant Scroggins contributed immeasurably to the successful extraction of the team members. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
