The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Charles F. Kincheloe, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 1st Missile Battalion (Corporal), 80th Artillery, 1st United States Army Missile Command, on 12 June 1963, at Caserma Carlo Ederle, Vicenza, Italy. When the engine of an erector backfired, gasoline sprayed and set fire to the clothing and hair of the operator who panicked and ran through the motor pool. As Specialist Kincheloe observed the flight of the soldier who was completely engulfed in flames, he unhesitatingly dashed to his rescue. Upon overtaking him, he completely disregarded his own personal safety, threw the panic-stricken man to the ground, and fell on top of him in an attempt to smother the flames. Although his own clothing caught fire and he sustained burns on his face, arms, and body, he continued his rescue efforts until another member of the unit appeared on the scene with a fire extinguisher and put out the fire. Specialist Kincheloe’s heroic actions and deep concern for a fellow soldier are in the highest traditions of the United States Army and reflect distinct credit upon himself and the military service.
