    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Major (Infantry) Lloyd D. Burton, Jr. (ASN: 0-1284097), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the Southwest Pacific Area from 25 August 1942 to 9 June 1945. During the period of his assignment to the Combined Operational Intelligence Center, Major Burton served as Duty Officer (Army), as Staff Officer, Intelligence (Army). In the latter capacity he processed and evaluated ground intelligence and information of the enemy order of battle. In addition, he prepared the daily signal to the Prime Minister, trained and supervised army Duty Officers, and checked Army intelligence reports emanating from the Center. By his great attention to accuracy and his administrative and executive abilities, Major Burton aided materially in the organizational development of the Center.
