The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Corps of Engineers) Albert L. Reed, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from May 1954 to May 1964. [This award supersedes the award of the Army Commendation Medal to Colonel Reed for meritorious service during the period 1 January 1959 to 1 June 1960 as announced in General Orders Number 16, Office of the Chief of Engineers, Headquarters, Department of the Army, dated 21 June 1960.]
