    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Signal Corps) Frank B. Moore, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 1st Special Forces Group (Airborne), 1st Special Forces, on 16 April 1963, at the Sunabe Quarry, Okinawa, Ryukyu Islands. While driving in the vicinity of the Sunabe Quarry, Captain Moore witnessed the collapse of the sixty foot cinder retaining wall of the quarry. He immediately proceeded to the scene of the accident and, upon observing that Okinawan workmen were trapped in the debris, organized other United States personnel on the scene for rescue operations. With complete disregard for his own personal safety, and ignoring the danger of an explosion from ruptured acetylene gas containers, he entered the quarry pit and evacuated a workmen from the rubble moments before a large cement beam fell into the area. He then continued his efforts by assisting in clearing the area of onlookers and searching for other injured workman. Captain Moore’s decisive leadership, sound judgment, and here heroic actions in this emergency are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
