The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Ordnance Corps) Walter F. Partin, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1956 to October 1963. [This award supersedes the award of the Army Commendation Medal (First Oak Leaf Cluster) to Colonel Partin for meritorious service during the period 30 August 1962 to 10 October 1963 as announced in General Orders Number 194, Headquarters, EIGHTH United States Army, dated 4 October 1963.]
