Department of the Army, General Orders No. 26 (June 14, 1963)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Major (Infantry) Miguel De La Pena, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 20 December 1962, near Kadena Air Base, Okinawa, while serving with Headquarters, 1st Special Forces Group (Airborne), 1st Special Forces. While driving in the vicinity of an Okinawan village, Major De La Pena saw a tanker aircraft crash into two houses. He immediately proceeded to the crash site and upon arrival, organized other United States personnel on the scene for rescue operations. Although he had directed the Okinawans to stay away from the danger area to prevent further injury, a man was standing in the midst of the burning wreckage. With complete disregard for his own personal safety, Major De La Pena ignored the constant explosions and intense heat from the fuel fed blaze, entered the wreckage, and personally removed the man who explained that others were trapped. With fortitude and perseverance, Major De La Pena reentered the hazardous wreckage and evacuated a small child. He then continued his diligent efforts and assisted in the rescue of three other persons. Major De La Pena’s prompt action, sound judgment, and exemplary performance in this emergency are in the highest traditions of the United States Army and reflect great credit upon himself and the military service.
