The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Field Artillery) Duncan Sinclair, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1952 to December 1962. [This award supersedes award of the Army Commendation Medal to Colonel Sinclair for meritorious service from 3 July 1958 to 25 May 1961 as announced in General Orders Number 17, Headquarters, United States Army Aviation Center, Fort Rucker, Alabama, dated 2 April 1962, and the Army Commendation Medal (First Oak Leaf Cluster) for meritorious service from 31 May 1961 to 31 December 1962 as announced in General Orders Number 147, Headquarters, United States Military Academy, West Point, New York, dated 13 December 1962.]
