The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Signal Corps) Norbert C. Miller, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from April 1952 to December 1962. [This award supersedes award of the Army Commendation Medal for meritorious service from 15 August 1955 to 21 April 1959, as announced in General Orders Number 20, Office of the Chief Signal Officer, Department of the Army, dated 22 June 1959.]
