The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Brigadier General David C. Lewis (ASN: 0-29735), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from September 1953 to June 1962. [This award supersedes the previous award of the Army Commendation Medal (First Oak Leaf Cluster) for meritorious service during the period 16 January 1956 to 17 October 1957, as announced in paragraph 1, Section VIII, Department of the Army, General Orders No. 13, dated 3 April 1958.]
