    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant [then Specialist Fourth Class] Cecil C. McCoy (ASN: RA-19398176), United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Battery D, 2d Rocket Howitzer Battalion, 16th Artillery, on 10 June 1961, at Vilseck, Germany. When the M-62 wrecker, which was being used to load a 762-mm. Training Rocket Motor in an ammunition storage area caught fire, Sergeant McCoy’s brave and unhesitating action averted an imminent disaster. Observing that the fire extinguishers had no effect on the fire that engulfed the gas tanks of the a five ton truck, and the adjacent area, he undauntedly dashed through the flames with complete disregard for his own personal safety and drove the burning wrecker through a double apron concertina fence to an open area a safe distance away. Sergeant McCoy’s prompt and courageous action in this emergency prevented the loss of lives in the destruction of property from an impending explosion of special ammunitions and reflects the utmost credit on himself in the military service.
