The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Signal Corps) Roscoe C. Huggins (ASN: 0-18851), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1951 to January 1962. [This award supersedes the previous awards of the army Commendation Medal (Second Oak Leaf Cluster) for meritorious service during the period 23 August 1955 to 2 September 1955 as announced in Letter Orders, Headquarters, Department of the Army TAGO, dated 29 June 1956, and the Army Commendation Medal (Third Oak Leaf Cluster) for meritorious services during the period 3 September 1955 to 29 May 1957, as announced in General Orders No. 36, dated 29 May 1957, Headquarters, U.S. Army Security Agency, Arlington Hall Station, Arlington, Virginia.]
