The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Corps of Engineers) William A. Davis, Jr. (ASN: 0-18446), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1951 to July 1961. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) for meritorious service from 12 January 1956 to 6 August 1957 as announced in General Orders No. 11, Headquarters, Department of the Army, Office of the Chief of Engineers, dated 2 May 1958.]
