The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Signal Corps) Russell H. Horton, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1950 to October 1960. [This award supercedes award of the Army Commendation Medal for meritorious service from 17 August 1954 to 31 December 1956, as announced in General Orders Number 4, Headquarters United States Army Security Agency, Arlington Hall Station, Arlington 12, Virginia, dated 17 January 1957.]
